The signatories to this submission appreciate the willingness of DAFF and the National Biosecurity Committee to engage with us at an early stage in shaping the national biosecurity reform agenda. Consistent with biosecurity as a shared responsibility, we look forward to in-depth dialogue between DAFF and all signatory organisations and others across the environmental biosecurity space as the reforms are developed.
We support the intention to focus on high priority reforms to address priority strategic risks. We agree that the 6 strategic risks identified by agriculture ministers, the 7 reform themes proposed by the National Biosecurity Committee, and many of the proposed medium-term and long-term reforms are important and have significant environmental relevance.
Given the importance and broad scope of the priorities outlined in the consultation paper, we regard this submission as a preliminary contribution to the sustained, open discussions needed to build a shared understanding of the opportunities for (and constraints on) substantially strengthening environmental biosecurity.
